#47982: ci: fixup mac runner hang

Description of Change
- This is a reapply of #47877 which was reverted in #47917. This fixes the underlying issue which was a leading space in the string
/opt/hca/hosted-compute-agent. - This fixes the hang on device tests on macOS arm64 that was disabled in #47746.
- Additionally, this PR disables macOS's spotlight indexing which will free up some disk space and may help improve build performance.
37-x-y and 38-x-y already have this fix in place.
