#49317: chore: remove stakeholders mention from PR template

Description of Change
Removes the "stakeholders cc'd" part from our PR template.
Here's why:
- It isn't clear what "stakeholders" means here.
- I don't know. I have wondered in the past.
- People have asked me because they were confused.
- It causes some people to randomly mention maintainers who have nothing to do with a given PR, leading to notification spam.
