#50372: ci: don't run auto close for certain circumstances

Description of Change
- Followup to #50348. That PR unfortunately autoclosed roller PRs since those use a simpler PR description. This PR changes the auto close logic to only fire for fork PRs. Additionally, this PR changes to ignore draft PRs until they are ready for review.
