#51512: build: bump node-gyp to 12.3.0

Description of Change
- Bumps the top-level
node-gypdevDependency from^11.4.2to^12.3.0. - node-gyp 12.1.0 added Visual Studio 2026 (18.x) detection, so this lets native addons built against Electron's node headers compile on Windows machines whose only installed toolchain is VS 2026.
