#52504: chore: remove unused #include "content/..." calls

Followup to #52468 and #52469. This pass removes unused #include "content/..." calls from shell/.
CC @nikwen who reviewed the previous two and @dsanders11 as reviewer + stakeholder
NOTE: I'm going to leave this in draft until the PR goes green, since I've only tested the Linux build locally.
