#52566: refactor: remove unused #include "shell/..." calls

Description of Change
Sixth in a series to remove unnecessary #include calls from the codebase. This PR removes unnecessary #include "shell/..." calls.
I've reviewed this and build on Linux, but need CI to test the Windows and macOS builds, so I'm going to leave this in draft until that's done.
