Backport of #53598

See that PR for details. draggable_region_ is a std::unique_ptr<SkRegion> on this branch rather than std::optional, so the debugger hook in WebContents::DraggableRegionsChanged passes draggable_region_.get().

Notes: Added the ELECTRON_DEBUG_DRAGGABLE_REGIONS environment variable, which visualizes and logs draggable regions in unpackaged apps to help debug custom title bars.
