#53686: fix: gate preload and worker Node integration on the creating frame

  • With nodeIntegrationInWorker, a worker gets Node integration only when the frame that creates it has it (the main frame, or any frame when nodeIntegrationInSubFrames is enabled). Previously workers created by subframes got it as well.
  • The DevTools-extension preload exception applies only to extension documents hosted inside the DevTools front-end, not to any chrome-extension:// frame.
  • Specs for the worker gating; docs and breaking-changes entries.

Notes: nodeIntegrationInWorker now applies only to workers created by frames that themselves have Node integration; enable nodeIntegrationInSubFrames to keep Node in workers created by subframes.
