#54063: test: re-enable webview media permission test

Description of Change
The test was skipped because CI lacked cameras and microphones. The runner already supplies fake media devices, so that reason no longer applies.
Modernize the fixture, set explicit guest preferences, and install the permission handler before capture starts. Await the handler assertion and verify the guest receives NotAllowedError before restoring coverage.
