Backport of #54226

Conflicts resolved: the fix-sync header list keeps this branch's reclient item, drops the typescript-go/hermetic-Python items this branch never had, and is renumbered. "typescript-go" was also dropped from the example lists in the fix-sync and build.yml comments, since this branch has no typescript-go dep. The macos-ubsan-schedule.yml change was dropped because that workflow doesn't exist on 44-x-y. The branch-only "Fix rollup" / "Sync native rollup libs" steps were kept, because rollup_libs is a ${platform}-templated CIPD package that the Linux sync host still resolves to linux-amd64, so it still has to be swapped on the macOS runner (just like esbuild); main's removal of the typescript-go step does not apply to this branch.
