Backport of #54378

See that PR for details. Same resolution as the 45-x-y backport: the FocusIsInAnotherView() guard applied to the older api_web_contents_-based OnWindowFocus().

Notes: Fixed a child WebContentsView losing focus when its window is reactivated.
