Backport of #54378

See that PR for details. Same resolution as the 45-x-y and 44-x-y backports (the FocusIsInAnotherView() guard on the older OnWindowFocus()); the spec file on 43-x-y also needed the WebContentsView import.

Notes: Fixed a child WebContentsView losing focus when its window is reactivated.
