#54842: fix: roll Squirrel.Mac to 5c9e2133c0 for the interrupted install fix

Description of Change
Rolls Squirrel.Mac from eb13da3048 to 5c9e2133c0, picking up:
- Squirrel/Squirrel.Mac#335: when ShipIt is interrupted (power loss, force quit, reboot) between moving the old app out and the new one in, the next launch found no app or a partial one. The installer now keeps the old bundle in place until the new one is fully staged, so an interrupted install leaves the previous version runnable.
- Squirrel/Squirrel.Mac#332: the merged form of the GN build that #53660 took from a pre-merge commit. Its
filenames.gnireads the vendored Mantle, ReactiveObjC and Sparkle checkouts fromvendor/rather thanCarthage/Checkouts/, so DEPS and the clang-tidy header staging move with it. Target names are unchanged and the vendored revisions are identical.
No source changes outside those two. Not built locally (macOS-only targets); relying on the macOS CI legs.
