#55043: test: replace fix_crypto_tests_to_run_with_bssl.patch with upstream backport

Description of Change
One hunk of this patch was unnecessary (upstream already skipped), the other I upstreamed the fix for and added a patch cherry-picking that upstream PR so the patch will cleanly drop off when we inherit it from upstream.
