#55119: fix: proxy non-network worker URL loader factories

Fixes #55111
WorkerScriptFetcher::CreateFactoryBundle populates pending_scheme_specific_factories() directly from non_network_factories without calling WillCreateURLLoaderFactory, causing non-network scheme worker main script and subresource requests to bypass ProxyingURLLoaderFactory.
This was left out in https://chromium-review.googlesource.com/c/chromium/src/+/1738606 since upstream doesn't exercise extension webrequest over non-network schemes.
