#55612: fix(extensions): crash when using chrome.system.storage

Description of Change
chrome.system.storage is implemented under //extensions upstream. We inherit this in Electron's extension support, but it results in a hard crash when StorageMonitor::GetInstance() is run (src).
This PR initializes the StorageMonitor instance to avoid this crash.
